http/1.1 401 authentication required or socket error when launching Delphi for PHP

If you do not have internet access or internet access is restricted by a firewall or prooxy when you launch Delphi for PHP, you may get a socket error or the error: " http/1.1 401 authentication required". To resolve this problem create a file named latesthelp.txt. For Windows XP, create it in:

C:\Documents and Settings\yourusername\Application Data\CodeGear\Delphi for PHP\2.0\Desktops

For Windows Vista create it in:

C:\Users\yourusername\AppData\Roaming\CodeGear\Delphi for PHP\2.0\Desktops

The file doesn't need to contain anything, just be present in that folder.
